Since the FDA does regulate that to be called a therapeutic essential oil so they can actually put the word therapeutic on the label, the oil must have at least 5% pure oil.
Many oils that are not as concentrated can still be cleaned up so that they properties that are just enough left in the oil can become more bio available.
Infusing the glass bottle is no different than infusing the label or putting a sticker on the essential oil bottle. Just like putting the sticker next to an orange makes the orange sweeter, or putting the sticker next to tap water and within 1 minute the water tastes like all the impurities are gone, it works the same way with oils.
The difference in infused oil is that the cluster size of the oil can become lower the longer the sticker is on it until it comes to the point where it can't be infused any further. Try this on eucalyptus oil. This is probably the most noticeable.

With older oils some can oxidize and the therapeutic qualities can lose potency. The smell of the oil can be no where near as strong as a freshly distilled oils. This is why I keep a sticker on the oil from the day I get it. My oils don't deteriorate as long, especially if I buy by the gallon. I do not infuse the oils I carry for other people until requested. The oils only hold the charge for about 4 hours after being infused.
